What I get for watching the floor

I hadn't seen this before, and I'm not sure why I'm seeing it now, but toe rings under hosiery? Seems to me it would be (1) uncomfortable and (2) an invitation to snags, but then this isn't an area where I have any noticeable expertise.

I recently noticed an abundance of toe rings. I don't get it. And I too would think it would cause snags.

You missed Reason 3: U-G-L-Y as hell.

Same with the anklets under hosiery. There just isn't a fashion statement screaming "LOOK HOW FASHION-SENSE RETARDED I AM" any louder.

The samples I saw struck me as being more incongruous than hideous, but I'd have to concur on the lacking-in-fashion-sense business; I love toe rings, and hosiery is, or at least can be, wonderful stuff, but the two just don't seem to be compatible with one another, and if there's anything essential to a Look, it's the appearance of consistency (or the consistency of appearance).

An ankle bracelet over hose can be quite lovely, but that's a different sort of dynamic.
