    I’d like to see them be able to pass that at grocery stores.

    Having formerly taught in a state (Illinois), where budget battles often led to dire threats of “state employees will not get paid until a budget is passed!” the idea of “IOUs” is perhaps more threatening and fearful to me than it is to some.
