I once attended a university that spent some $70,000 on &quot;focus group studies&quot; to figure out how to improve its mascot.

		<description>Any time any government entity pays anything LESS than 200% of the &quot;going rate&quot;, I figure we, the taxpayers, got off cheap.

In the Private sector, anything -above- 50% is &quot;overpaid&quot;.  There really needs to be some semblance of equity between the two.....

There is NO excuse for the 4:1 disparity in &quot;acceptable&quot; spending.</description>
